The Policy Development Directorate forms part of the Permanent Secretariat within the Ministry for Home Affairs, and its mandate is to:
provide advice on policy issues and formulate policy direction for departments falling within the Ministry’s portfolio;
to coordinate and provide other support in relation to the formulation of Malta positions in international fora such as the United Nations; and,
to coordinate and provide other support in relation to the formulation of Malta’s positions during the course of negotiations leading to international agreements in the fields of Justice and Home Affairs.
Further to the above, the Directorate is actively involved in the legislation-drafting stage in relation to initiatives entrusted to it by the Minister and the Permanent Secretary. Moreover, the Directorate contributes to the compilation of studies, reports and other documentation as necessary.
The Directorate is also regularly tasked with the drafting of Briefing and Speaking Notes for high-level officials discussing matters falling under the competence of the Ministry, and provides support to the EU Affairs Directorate in policy-related matters.
