Mission Statement
To develop, regulate and manage a secure aviation system, and provide adequate security services for the protection of all property and stakeholders in the aviation industry in Malta.
Aviation Security Malta (AVSEC), within the Ministry for Home Affairs and National Security, was originally set up as OMAS on 1st April 1995, as the regulator for aviation security in Malta.
Aviation Security Malta is the regulating body for aviation security in Malta, and has overall management and control in this area.
AVSEC ensures that security activities are carried out in compliance with those international standards which Malta has adopted as a result of its membership in organisations such as the European Union (EU), the International Civil Aviation Organisation (ICAO) and the European Civil Aviation Conference (ECAC).
As the appropriate authority responsible for aviation security in the Maltese territory, AVSEC exercises these and other functions:
• Works in partnership with the aviation community to enhance public safety;
• Works with and advise the Government of Malta on technical issues affecting the aviation industry;
• Implements EU legislation on aviation security;
• Promotes an environment that facilitates continuous education and training of all aviation employees;
• Establishes regulations and policies to provide aviation stakeholders with continuing assistance in the rapidly changing regulatory, legislative and technological environments;
• Coordinates with and advises stakeholders on general development issues affecting aviation security;
• Implements ECAC and ICAO security standards and recommended practices;
• Provides the airport operator and other airport tenants with technical assistance in airport design, maintenance and administration;
• Develops and maintains the National Civil Aviation Security Programme that coordinates Malta’s aviation security system in harmony with the European Union legislation, the European Civil Aviation Conference (ECAC) Doc 30 and the International Civil Aviation Organisation (ICAO) Annex 17;
• Maintains a quality control programme to ensure that the security measures taken by the aviation security stakeholders are in compliance with national and international standards;
• Provides general and specific training for aviation security stakeholders to ensure that all employees are aware of their responsibilities.
