The Malta Electronic Certification Services Limited (MECS Limited) serves as the Qualified Trust Service Provider on behalf of the Government of Malta in line with Regulation (EU) No 910/2014 on electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93/EC. It operates both the electronic identification and electronic signature services. MECS Limited is responsible for the issuance and management of certificates including the Authentication and Qualified Electronic Signing Certificates on the identification documents issued by IMA.

According to the eIDAS Regulation, qualified certificates have a particular legal definition and can create qualified electronic signatures (QES) if the signatures are also based on a qualified secure signature device (QSCD). The same as a handwritten signature, QES is used to provide authentication procedures that provide High Levels of Assurance as qualified certificates are employed.
